Where Should My Data Center Be Located?

Cloud Services in the USA are developing a bad reputation simply because of the intrusion by the US Government into private data assets. As a result some companies are abandoning the US hosting datacenters for locations around the world. The benefits of low cost, stable power and technical expertise are being threatened by the lack of security by an un-repentant US government.

This trend raises a few questions for me:

What are the legal ramifications for moving your applications and/or your data to a foreign data center or cloud provider?

Using US Based hosting such as Amazon or Azure, does the US Government have access to your data if it is hosted in one of their foreign data centers?

What change is needed in your disaster recovery plan moving your systems abroad?

Is the US Government intrusion something that should concern you, or is this just hype to get people riled up?

Are other governments also accessing private information without it being raised to the public attention?
